唐穆宗登基，将他调出京城任剑南东川节度使。当时吐蕃侵犯边境，西北边境不得安宁，吐蕃又进犯雅州，王涯调兵抵御他们。上奏说：“蜀地有两条路直通吐蕃腹地，一条从龙川、清川抵达松州，一条从绵州、威蕃栅抵达栖鸡城，都是吐蕃险要的地方。我希望国家不惜钱财，派使臣出使和回纥约定："有能派兵深入吐蕃的，杀掉某人，占领某地方，就受相应赏赐。’用诚心打动他们，用条约反复宣告使他们熟知同以前不一样的地方，这样回纥精兵可以出击，吐蕃的兵力就削弱了。”皇帝没有答复。
